This was an interesting one for sure. We've been seeing this problem with the P0513 setting in FCA vehicles a lot lately and it's usually a faulty PCM. In fact I can't think of one recently that I've had on one of these that has not been a faulty PCM. In the past on many other Chrysler vehicles over the past 20 years, I've seen many bad keys, many bad RFH hubs, wind modules, skim modules, and skreem modules causing these issues but this one was a PCM.
